IMPLEMENTATION ORDER: REIMBURSEMENT OF RESIDENTIAL
CIVIL TELEPHONE BILLS TO LT COLS AND ABOVE
1.     Please find enclosed herewith a copy of Govt of India, Ministry of Defence letter No A/05440/EC/07/SD-1(A)103/D(Mov)/15 dated 08 Apr 2015 vide which all Lt Col & above posted in Indian Army are entitled for reimbursement of residential telephone bills within the prescribed monetary ceiling, including those provided residential telephone on the Army Network.
2.      The existing monetary ceiling for reimbursement (exclusive of all taxes, if any), subject to amendment of Govt of India instructions from time to time, is as under:-
       (a)       VCOAS/Army Cdrs                         - Rs. 2800/-p.m.
       (b)       Lt Gens & Equivalent                     - Rs. 2500/-p.m.
       (c)       Maj Gens & Equivalent                   - Rs.2000/-p.m.
       (d)      Brig, Cols & Lt Cols & Equivalent  - Rs. 1500/-p.m.

3.   Residential Telephone Packaqe. As per existing Govt instructions, the above monetary ceiling has been prescribed for residential telephone package comprising of the following:-
       (a)      One Landline phone.
       (b)      One Mobile connection.
       (c)      Internetconnection.
4.    The following aspects for reimbursement of bills pertaining to residential telephone facilities must be adhered to :-
(a)     The officers have the liberty to choose any service providers/plan beneficial to them for residential telephone facilities.

(b)       lt will be assured that all bills are postpaid and are in officer's name and should mention the specific address where the officer is residing.

(c)    Expenditure incurred towards obtaining connections, purchasing instrument a1d devices will not be reimbursed.
(d)     No separate ceiling has been prescribed individually for landline/ mobile/ Internet connection.

(e)       The entitlement will be reduced by Rs 400/- pm if the officer of rank of Lt Col and above is not availing Internet facility. The Internet facility may be availed on any available means.

(f)       The STD facility may be provided on the residential telephone; however, there would be no enhancement of ceiling as prescribed above.

(g)     Any excess amount beyond the stipulated monetary ceiling will not be subject to reimbursement and will be borne personally by the concerned officer.

(h)     In case a husband and wife are sharing the same residential telephone and both are entitled officers, then reimbursement of the total amount (upto combined ceiling amount) can be claimed if either the husband or wife submits the combined bills of landline/mobile/broadband facility being used by both. A certificate will be furnished by the officer submitting the bill that the other officer (husband/wife) shall not claim the reimbursement in respect of the same bill.

5.    Installation of residential Army telephone will be restricted on case to case basis depending on operational requirement, security aspects and technical feasibility. Signals branch at all levels will debar outgoing and incoming civil dialing facility on residential phones provided on Army Network. xxxxxxxxx.

6.    The contingent bill will be processed with and paid from the funds as per details given below:

7.    All officers will prefer claims on four monthly basis on contingent bill. However, if the officer is getting posted out, the duration can be less than four months. Bills in original will be attached with the contingent bill.

9.    The residential civil telephone facility will be based on rank and not appointment of the officer. The facility will also be admissible while the officer is on leave, course/study leave and Temporary Duty.

10.    Indian Army Officers posted to lndian Air Force/ lndian Navv / Inter Service Organization /any other Establishments. Provisioning of residential telephone and reimbursement of residential telephone facility to Indian Army Officers of the rank of Lt Col and above posted Indian Air Force/lndian Navy/lnter Service Organizations/any other Establishments will be governed by the policies of respective establishments in which they are serving.

11.     This policy will take effect from 08 April 2015.
